LG CNS was contracted as a public security consulting firm (Master Plan & ISP of Public Security) in the state of Jalisco (Estado de Jalisco, reference 1), Mexico. A launching briefing session was also held in Jalisco.
Beginning from October, LG CNS will be conducting a multi-ministry criminal information center and managing a related information security system design consulting project. In addition, it will be administering physical security, including public security, disaster prevention, and an emergency service network in Jalisco. This will be the cornerstone of big projects that will assimilate some of the LG CNS’ past references including Korea Integrated Criminal Information System, Indonesia National Criminal Information Center, and Mongolia Emergency Information Network (Reference 4). Since LG CNS is also making progress in consultation on similar business with several other Mexican states, there is a high possibility that this project will extend to Mexico's Federal Homeland Security Project (refer to Reference 2).
In addition to the project’s exceptional scale of 2 million US Dollars (approximately 2.3 billion Korean Won), it has attracted attention as an example of unique and successful industrialization of advances into Jalisco by LG CNS. LG CNS has also managed a business through collaboration with C&IS, one of the mid-sized companies whom are working with LG CNS and has an advantage in the field of e-government application solutions. This will be a win-win model of overseas expansion for a domestic large company and mid-sized company together.
Upon the Mexican President Felipe Calderon’s declaration of ‘war against crime and violence’ at his inauguration in 2006, the demand for security in Mexico has skyrocketed just as the security equipment market has increased by 25% this past year since 2010. The state of Jalisco is a place of especially high security concern as it conducts a large scale public security project for the safety of participants before the 16th PAN-American Games (refer to Reference 3) held in the major city of Guadalajara, this coming October.
The directors of LG CNS’ foreign businesses received information and personally visited Jalisco in May, 2011. They thoroughly analyzed the present condition of the public security project that was being conducted in the state. As a result, LG CNS decided that the top priority was the integration of physical security systems with focuses on equipment and that long-term system management planning was necessary. Following that, LG CNS held a meeting with Jalisco’s security directors and advised them of the public security firm’s “big picture,” including information and physical security as well as the project that was already underway. A senior official of Jalisco showed great interest in LG CNS’ advice and requested additional materials, thus making LG CNS the first Korean company to enter into a public security firm contract in Central and South America.
In March 2011, LG CNS entered a business contract with the Moroccan government organization to construct a cyber-safety center to prevent computer hacking. They also became the first Korean company to enter the security market in Africa. LG CNS is planning to target overseas markets, such as the Middle East, where demands for security consulting firms are increasing by upgrading its convergence security framework into a ‘client customized’ system using their security consulting firm in Jalisco as a foundation.
[Reference 1] The State of Jalisco The state of Jalisco is located in Midwestern Mexico. Jalisco covers an area of approximately 79,085 square kilometers. (Korea 99,646) Lake Chapala in Jalisco is the biggest lake in Mexico and is a famous tourist attraction. Jalisco is Mexico’s largest dairy production region as well as the third largest center of the manufacturing industry. Out of all Mexican states, Jalisco is home to the greatest number of people who are highly educated (college graduates). It is a popular place to settle for retirees from US and Canada and has a large middle class population.
[Reference 2] Homeland Security Homeland Security means security for the country against non-military threats. It is the collective name for IT fields that respond effectively to cyber-attacks or international terrorism by connecting information security, physical security, unmanned security, industry and disaster prevention systems, etc. Korea has proven the ability of its Homeland Security through hosting the G20 Conference and apprehending Somali pirates. According to the recent data announced by the OECD, the world Homeland Security business has grown from a scale of 63 billion dollars in 2007 to 74 billion dollars in 2010 and is expected to increase to 94 billion dollars in 2016. Currently, US and French companies dominate the Homeland Security market, but Korea, who possesses world-class IT ability and outstanding R&D talents, is emerging as the strong competitor, along with other last-movers, such as Israel.
[Reference 3] PAN-American Game The PAN-American Games is an all-sports event held every four year between the nations on the American continent. The soccer event is an especially great attraction due to strong South and North American teams.
[Reference 4] Examples of Security Businesses fulfilled by LG CNS
(1) Korea Integrated Criminal System (KICS) KICS (Korea Integrated Criminal System) is an integrated management system that allows information to be used jointly through the standardization of criminal justice forms, such as applicationsㆍinvestigationsㆍprosecutionsㆍtrialsㆍexecutions of criminal cases. The system also systemically manages criminal case materials held at each criminal justice institutions to aid quick, correct, and clear criminal proceedings. Criminal justice institutions, such as the court, prosecution, and police can perform their work through the standardized system, strengthen the transparency and speed of criminal proceedings, and increase work efficiency by utilizing materials jointly. Moreover, through the introduction of the criminal justice information system by the Ministry of Justice, all criminal justice services, from investigations to trial results, can be confirmed in real time on the criminal justice portal site (kics.go.kr).
(2) Indonesia National Crime Information Center (NCIC) This past August 2006, LG CNS successfully completed the 25 million dollar business of constructing the National Crime Information Center (NCIC) promoted by the Indonesia Police Agency. This business was a large scale IT project that connected the national police agency’s system with 31 local police agencies in Indonesia. It also included the building of a criminal information situation room in the Indonesia Police Agency to prevent terrorists and criminals. The Indonesia Police Agency has felt strongly about the necessity of cooperating with overseas police forces through the proliferation of police information and evaluated that establishment of the National Crime Information Center played a big role in stabilizing public security all over Indonesia.
(3) Mongolia Ulaanbaatar Emergency Information Network (EIN) The Mongolia EIN (Emergency Information Network) project was set as the Mongolian government’s top priority to protect Ulaanbaatar civilian lives and properties. It integrated the network of the major Mongolia government agencies, such as the Department of Justice, the Department of the State, the National Police Agency, the Fire Department and the Department of Emergency Disasters. Starting from the past May in 2009 and for a year, LG CNS equipped a police station with one underground floor and 5 stories above ground. The station was equipped with new emergency facilities combined with a control center as well as CCTV, a 400 car capacity mobile terminal with digital TRS (Trunked Radio System), and a fiber-optic network that spans over 150 kilometers all over the city.
